The brief for the facility was as follows:

- To develop an iconic prototype centre on a major highway route in Western Sydney.

- For the centre to be easy to use and simple to understand by a multi-cultural community.

- For the centre to demonstrate the environmental reasons and concepts behind the facility.

- Physical accommodation was to include heavy dinosaur bins, lighter 'bottle bins', a salvage facility, administrative offices and education/seminar facilities in a Heritage listed building adjacent as well as a shop selling recycled goods.
